The T-shore European Network of Centres of Vocational Excellence (CoVEs) is co-creating a skills ecosystem across the EU, with centres in Belgium, Denmark, Ireland, the Netherlands, and Norway.
Focused on harmonising education and training, strengthening industry-education partnerships, and sharing resources, we are developing sustainable regional CoVEs to foster collaboration and innovation in the offshore wind energy sector.
Our efforts are laying the foundation for a harmonised approach to education, driving growth, and ensuring the long-term sustainability of the industry. Both the sector and its workforce are being equipped with the skills and knowledge needed to meet the evolving challenges of the future.

Belgium: Belgian CoVE for Offshore Wind Energy
Located at ‘The Reef’ training facility in Ostend, the Belgian Centre of Vocational Excellence brings together education and industry to advance offshore wind expertise. By collaborating with key industry players, the Belgian CoVE is shaping the future workforce with hands-on training and industry-aligned skills development.
The Belgian CoVE is led by Syntra West/Skilliant, a leading vocational training provider, and POM West Vlaanderen, which represents the offshore industry in West Flanders. The CoVE is supported by the Belgian Offshore Cluster (BOC) and the Belgian Offshore Platform (BOP), which bring together over 80 industry partners, strengthening the connection between education and industry.
Denmark: T-shore CoVE Denmark
Located in Skive, Denmark, the T-shore CoVE Denmark is a leader in vocational training for offshore wind and renewable energy technologies. Through collaboration with key industry and educational stakeholders, the CoVE is focused on developing new training approaches to prepare students for careers in both offshore wind and emerging green technologies like hydrogen energy.
The Danish CoVE is led by Skive College, a vocational and technical training provider, and Hydrogen Valley, a leading organisation in green hydrogen innovation. The CoVE is supported by a network of 21 industry partners, ensuring strong links between education and industry that address the evolving needs of the renewable energy sector.
Netherlands (North): CoVE Northern Netherlands Offshore Wind
Located in Groningen, the Northern Netherlands CoVE for Offshore Wind is dedicated to strengthening the region’s offshore wind energy supply chain. Through close collaboration between educational institutions and industry, the CoVE provides specialised training designed to meet the growing demands of the offshore wind sector.
The Northern Netherlands CoVE is led by Noorderpoort, a major provider of vocational education in the region, and Technologie Centrum Noord Nederlands (TCNN), which supports SMEs and industry partners. The CoVE is further supported by the Northern Netherlands Offshore Wind (NNOW) network, which brings together over 100 industry members, including large non-SMEs like RWE, Engie, Vestas, and others.
Netherlands (South): Winddock CoVE
Based in Zeeland, the Winddock CoVE has been a key player in offshore wind energy training since 2018. It continues to provide cutting-edge vocational training with a focus on innovation in offshore wind maintenance and safety, ensuring that the workforce is well-equipped to meet the evolving demands of the sector.
The Winddock CoVE is led by Scalda, a prominent vocational education provider in the region, and World Class Maintenance (WCM), an industry leader in maintenance innovation. The CoVE is supported by a strong network of over 20 industry partners, bringing together a wide range of expertise from across the offshore wind sector to advance training and workforce development.
Norway: Centre of Vocational Excellence for Offshore Wind Norway
Located in Rogaland, the Norwegian CoVE for Offshore Wind focuses on delivering comprehensive vocational training in both onshore and offshore wind energy. By integrating education and industry, the CoVE ensures that students receive high-quality training that meets the technical and safety standards of the offshore wind sector.
The Norwegian CoVE is led by Energy Innovation, a private training organisation specialising in technical and safety training for the energy sector. It is supported by Fagskolen Rogaland and over 70 industry partners, including major companies such as Equinor, Statkraft, and Vattenfall, along with supply chain partners and research institutions, ensuring strong ties between education, research, and industry.
